EuroCham Sector Committees Join MOF Seminar on Tax and Customs Policies to Support Growth 

On October 16 in Hanoi, the Economic & Financial Review under the Ministry of Finance organised a Seminar on Improving Tax and Customs Policies to Promote Business Development. 

EuroCham’s Transport and Logistics Sector Committee (TLSC), Food, Agri and Aqua Business Sector (FAABS), Nutritional Foods Group (NFG), European Standards Medicines (ESM), and the Mobility Sector Committee joined the dialogue alongside senior officials from the Ministry of Finance, General Departments of Taxation and Customs, VCCI, VAFIE, and various foreign business associations including JCCI, VAMA, VLA, and KOCHAM. 

In his opening remarks, Mr. Phạm Thu Phong, Editor-in-Chief of the Economic & Financial Review, underscored that ongoing administrative reform and digital transformation efforts within the Ministry of Finance, particularly in the Taxation and Customs sectors, have delivered tangible results, placing taxpayers at the centre and improving services for businesses and society. 

Mr. Đặng Ngọc Minh, Deputy Director General of the General Department of Taxation, highlighted recent Government measures to support enterprises and promote sustainable development, noting that tax policy remains a key lever to enhance the business environment and stimulate innovation. Meanwhile, Mr. Trần Đức Hùng, Deputy Director General of the General Department of Customs, introduced 6 key measures to advance administrative reform and better facilitate import–export and investment activities: 

(1) Improve legal frameworks by reviewing and updating policies and regulations to support Digital and Smart Customs.  

(2) Ensure regulatory discipline by strictly evaluating and preventing the introduction of unnecessary or burdensome administrative procedures.  

(3) Enhance transparency through timely publication of information, effective feedback handling, and accelerated digitalisation of records.  

(4) Simplify procedures by reviewing and reducing unnecessary business-related and internal administrative requirements.  

(5) Standardise processes with a user-centred approach on the National Public Service Portal and Customs IT systems.  

(6) Promote communication and awareness on administrative reform linked with digital transformation to better serve citizens and enterprises. 

Representing the European business community, EuroCham’s Transport & Logistics Sector Committee (TLSC) Representative Ms. Do Thu Thuy contributed two key recommendations: 

  • Under the Corporate Income Tax Law 2025, include targeted tax incentives for FDI enterprises engaged in import–export activities
  • Expand the Authorised Economic Operator (AEO) mechanism to cover express delivery service providers and customs brokerage companies
