EuroCham Contributes to Vietnam’s Green Reform Agenda at World Bank Conference 

On 22 May 2025, EuroCham joined the World Bank’s launch of its Vietnam Development Report in Hanoi, which spotlighted the critical role of reform and greening in Vietnam’s journey to become a high-income economy. Representing the EuroCham Green Growth Sector Committee (GGSC), Co-Chair Stuart Livesey joined the panel discussion for a greener Vietnam, offering practical insights on how the private sector can accelerate the country’s green transformation. 

The event brought together an influential lineup, including Ms. Mariam J. Sherman, World Bank Country Director, and Ms. Nguyễn Như Quỳnh, President of NIEF, Ministry of Finance, as well as members of the Prime Minister’s Advisory Council and World Bank experts. 

During the session, Stuart stressed that while the ambition for green growth is strong, progress depends on enabling conditions: clearer regulations, streamlined logistics, and robust government support. He provided three targeted recommendations aligned with EuroCham GGSC’s 2025 Must-Win Battles: 

  • Renewable Energy: Call for actionable guidance on Direct Power Purchase Agreements (DPPA) – particularly pricing, contracts, and risk-sharing – to unlock private investment without burdening public finances. 
  • Circular Economy: Advocacy for more transparent and SME-supportive EPR frameworks, enabling compliance and innovation in waste management. 
  • Water Management: Promotion of Blue-Green Infrastructure integration into urban laws to address flooding, pollution, and climate risk. 

EuroCham remains committed to deepening public-private collaboration and driving forward Vietnam’s green development agenda through active policy dialogue and practical solutions.
