Advancing Digital Transformation in Viet Nam’s Legal System

On 31 March, the Ministry of Justice, in collaboration with the EU Delegation to Viet Nam and the United Nations Development Programme (UNDP), convened a policy discussion on improving law-making and implementation under the EU-funded “Strengthening Law and Justice in Viet Nam phase 2” (EU JULE II) project. The event focused on advancing digital transformation to support science, technology, and national development goals.

In his opening remarks, Deputy Minister Nguyen Thanh Tinh highlighted Resolution No. 57-NQ/TW (issued December 2024), which sets out strategic breakthroughs for science, innovation, and digital transformation.

Representatives from international partners underscored the importance of this agenda. Mr. Gonzalo Serrano de la Rosa, Deputy Head of Cooperation at the EU Delegation, commended Viet Nam’s progress in building a strong policy foundation for judicial reform. Ms. Ramla Khalidi, UNDP Resident Representative, emphasised that digital transformation must ultimately enhance fairness, transparency, and access to justice.

Representing EuroCham, Vice Chair Rita Mokbel acknowledged the Ministry of Justice’s progress in developing legal infrastructure, including national databases and the National Legal Portal. She also highlighted key challenges such as uneven infrastructure, legacy systems, cybersecurity risks, and the need for stronger data governance.

To support effective digital transformation, she outlined several recommendations: ensuring interoperability across systems through common standards; adopting a risk-based approach to data governance; investing in legal-tech talent; embedding security and trust from the outset; and leveraging technologies where they create real value.

Ms. Mokbel also highlighted the potential of AI in legal drafting, case analysis, and expanding access to justice, alongside blockchain applications in document authentication and secure transactions. Building on existing platforms, AI-enabled solutions could further connect citizens and businesses with legal services, particularly in underserved areas.

Looking ahead, EuroCham sees strong opportunities to deepen cooperation with the Ministry of Justice in regulatory dialogue, public-private partnerships, capacity building in AI and cybersecurity, and technology-driven legal innovation—reinforcing the role of collaboration in driving successful digital transformation.
