On 4 September 2026, EuroCham Vietnam’s Nutritional Foods Group (NFG) Sector Committee, attended a consultation workshop on gathering Comments and Recommendations on the Draft Amended Law on Food Safety. Convened by the National Assembly’s Committee on Science, Technology and Environment and Vietnam Chamber of Commerce & Industry (VCCI), the workshop welcomed domestic and international business communities to share critical feedback on both the draft amended Law on Food Safety and its accompanying draft guiding Decree.
The deliberations focused on balancing public health protection with administrative simplification, specifically preserving the landmark reforms introduced by Decree 15/2018/NĐ-CP. Key debate points included:
- The proposed restructuring of product declaration procedures;
- Risk-based classification systems;
- Transition periods for existing product portfolios; and
- Regulatory bottlenecks affecting import-export operations.
Particularly, regarding the proposed changes to Product Declaration Framework under Decree 15/2018/NĐ-CP, Mr. Nguyen Hong Uy, Head of Technical Working Group, EuroCham’s Nutritional Foods Group Sector Committee, presented quantitative data showing that the proposed draft would significantly increase administrative costs, diverting critical public resources from active post-market surveillance to passive paperwork reviews.
Concluding the session, the National Assembly Committee committed to closely collaborate with the Ministry of Health to refine the draft law, ensuring scientific feasibility, international harmonisation, and the mitigation of unnecessary compliance costs for enterprises.
