On August 10, 2026, EuroCham participated in a high-level working session chaired by Deputy Prime Minister Nguyen Van Thang to address pressing challenges in business credit access, financing, and capital absorption capacity. The meeting brought together senior representatives from key ministries, banking institutions, and prominent business associations to tackle practical bottlenecks and support Vietnam’s economic momentum.
Opening the session, Deputy Prime Minister Nguyen Van Thang emphasised that high-performing enterprises must not be deprived of business opportunities due to capital constraints. Discussions focused on lowering capital costs, balancing interest rates, and streamlining administrative procedures to ensure that credit efficiently reaches productive sectors.
EuroCham Highlights Priorities for European Businesses
Drawing on insights from our member network, Vice-Chairman Nguyen Hai Minh shared key concerns and strategic recommendations regarding the current financial and banking landscape:
- Modernising Lending Practices: EuroCham advocated for a structural shift toward cash-flow-based lending, evaluating businesses based on validated contracts, digital invoices, and actual performance rather than relying solely on traditional real estate collateral. This approach aligns with international practices familiar to foreign enterprises and helps bridge the capital gap for innovative companies.
- Facilitating Green Financing: The session underscored the rising demand for capital to support sustainable projects, green transitions, and decarbonization. EuroCham highlighted the need for clearer definitions of green projects and more accessible incentives, directly supporting the objectives of our sector committees.
- Bankability of Renewable Energy Projects: Discussions addressed the critical need to resolve bottlenecks affecting large-scale energy projects, such as offshore wind, including regulatory frameworks for power purchase agreements (PPAs), exchange rate risks, and credit room management to attract both domestic and international financing.
Moving Forward
Concluding the session, the Government called for stronger cross-sector coordination to resolve financial bottlenecks thoroughly, ensure consistent regulatory application, and simplify administrative compliance for businesses. EuroCham appreciates the Government’s continued engagement with the business community and remains dedicated to serving as a bridge between European investors and Vietnamese authorities to foster a transparent, flexible, and sustainable financial ecosystem.
