Government and Business Community Discuss Measures to Remove Bottlenecks and Drive Growth 

On 18 July 2026, Prime Minister Le Minh Hung chaired the Government Standing Committee’s Conference with the business community under the theme “Removing Bottlenecks – Unlocking Resources – Driving Growth.” The conference brought together Deputy Prime Ministers, leaders of ministries, sectors and local authorities, alongside representatives of the business community. Representing EuroCham Vietnam were Chairman Bruno Jaspaert, Vice-Chair Minh Nguyen, Board Members Simonetta di Domenico and Søren Pedersen, and Head of Hanoi Office cum External Relations Manager Van Nguyen. 

Opening the conference, the Prime Minister reaffirmed that enterprise development is of strategic importance to Vietnam’s long-term growth ambitions. He emphasised the Government’s commitment to building a more transparent and enabling business environment and highlighted six key challenges raised by businesses: institutions and policy implementation; access to production resources; business costs and cash flow; markets and supply chains; science, technology and human resources; and linkages among state-owned, private and foreign-invested enterprises. 

The conference provided a platform for two-way dialogue between the business community and ministries and local authorities. As business representatives shared recommendations to improve the investment climate and remove regulatory bottlenecks and responses, government officials shared responses and solutions within their respective area of expertise and governance.  

Key priorities for the Government, ministries, and local authorities

In his remarks, Prime Minister Le Minh Hung called for a shift from dialogue to action and from commitments to measurable results. He stressed that all business recommendations must be thoroughly resolved, with official responses published on the Government Portal and relevant ministry websites to strengthen transparency and accountability. 

The Prime Minister outlined six priorities for the Government, ministries and local authorities to unlock growth: 

  • Accelerate institutional reform by simplifying administrative procedures and improving policy implementation.  
  • Unlock access to capital, land and investment resources while addressing bottlenecks affecting businesses.  
  • Reduce business costs and expand market opportunities through trade promotion and streamlined regulatory processes.  
  • Promote innovation, digital transformation and high-quality human resources to enhance productivity and competitiveness.  
  • Strengthen enterprise capabilities to support participation in higher-value supply chains.  
  • Build a more transparent, predictable and business-friendly investment environment through accountable and effective governance.  

Expectations for the business community 

Prime Minister Le Minh Hung reaffirmed that the Government views the business community, business associations, and VCCI as trusted partners and a driving force behind Vietnam’s development. He encouraged businesses to: 

  • Strengthen self-reliance and innovation by continuously improving governance, technology, product quality, operational efficiency, and competitiveness.  
  • Operate responsibly by complying with the law, upholding corporate social responsibility, protecting the environment, and fostering a strong business culture.  
  • Deepen integration into domestic and global value chains while prioritising the use of locally sourced materials, components, services, and technologies where appropriate.

The conference reaffirmed the Government’s commitment to improving Vietnam’s investment climate through institutional reform, administrative simplification, and stronger public-private dialogue.
