On 27 February, the Ministry of Health invited relevant stakeholders to attend a meeting to discuss the newly issued Draft Circular on the principles for developing the list of medical technical services and guidance on health insurance reimbursement.
Hosting the meeting was Ms. Tran Thi Trang – Head of the Health Insurance Department, Ministry of Health. Representing EuroCham’s Medical Devices and Diagnostics Sector Committee (MDDSC) were Ms. Nguyen Thu Hang – Head of Government Affairs and Market Access Working Group and Mr. Nguyen Trung Hieu – Head of Regulatory Affairs Working Group. Also in attendance were representatives from Viet Nam Social Security, hospitals, businesses and associations.
The Draft Circular to protect the right of insured patients
The Draft Circular establishes principles for developing the list of medical technical services covered by health insurance and provides guidance on reimbursement. It aims to ensure that the service list aligns with Vietnam’s healthcare needs and clinical guidelines, protects the rights of insured patients, and supports the sustainable use of the health insurance fund. The Circular also promotes the adoption of new technologies, digital transformation, and cost–effectiveness assessment, while introducing payment control measures for high-cost services and prioritizing vulnerable and policy beneficiary groups.
EuroCham’s MDDSC Inputs
Representatives from MDDSC provided comments on the conditions for health insurance reimbursement, as well as on the principles for applying service prices to medical examination and treatment facilities that have signed health insurance contracts.
