[Advocacy] Luncheon on Public Private Partnership legal framework in Vietnam

Public-Private Partnerships (PPPs) have become widely used in many countries. The PPP model allows governments to mobilise financing from the private sector, including foreign private investment. The announcement of a draft law on PPP by the Vietnamese authorities is an important signal to attract foreign investors in PPP projects. In light of this, on Friday, January 18th 2019, at Melia Hotel in Hanoi, EuroCham with the support of EVBN and the Eurocham Legal Sector Committee organised a conference on the development of the Vietnamese PPP legal framework with the participation of 50 members.

During the event, Ms. Vu Quynh Le – Deputy Director of Public Procurement Agency, Ministry of Planning and Investment gave a presentation about the positive key changes of the draft Law on PPP and the feasibility of its implementation while Mr. Jose Angelo Estrella Faria –  Head of Office of Legal Affairs, United Nations shared about UNCITRAL Legislative Guide on PPP & Recommendations. At the same time, many recommendations of EuroCham's Legal Sector Committee members on Vietnam's PPP regulations, and some  key lessons learned from foreign PPPs have been presented. The panel discussion was also held to answer many inquiries from the participants about all related matters of PPP legal framework.

Eurocham and Legal Sector Committee will further follow up with MPI and key stakeholders to address our issues and recommendations onto the upcoming law on PPP.
