On 9 September in Hanoi, the Ministry of Finance (MOF), in collaboration with the European Union Delegation in Vietnam (via the Global Gateway initiative), and EuroCham Vietnam, successfully hosted a seminar on the implementation of Resolution 10 on Vietnam–EU Investment Cooperation.
Building on MOF’s positive response to EuroCham’s proposals for closer exchanges on issues affecting European businesses, the event brought together leaders from MOF & its relevant departments, as well as Ambassadors & diplomatic corps representatives from EU member states.
Shifting to Higher-Quality Investment
Resolution 10 comes at an important time as Vietnam aims to attract higher-quality investment and deepen participation in global value chains.

Vice Minister of Finance Cao Anh Tuan recognised the EU as a trusted partner in Vietnam’s next phase of development, with cooperation expected to grow not only in scale, but also in quality as European investors bring technology, expertise, management capabilities, and sustainable business models.
A Trusted Partnership
While business confidence provides a strong foundation for this ambition, EuroCham Vice-Chair Torben Minko highlighted that over half of surveyed businesses identified regulatory delays, policy inconsistencies, and opaque tax administration as major constraints on long-term expansion (according to EuroCham BCI Q2 2026).


As the EU Ambassador to Vietnam Julien Guerrier noted, “Governments set policy goals, but businesses make the final investment decisions.” Turning the ambitions of Resolution 10 into a more competitive investment environment will require not only sound policy direction but also continued dialogue with the business community.
Exe️cution Matters
MOF is preparing 22 key tasks under the action programme for Resolution No. 10, covering foreign investment management & promotion. Deputy Director of the Foreign Investment Agency Nguyen Anh Tuan also stressed the importance of stronger coordination between investment, tax and customs authorities to ensure policies deliver in practice.

The panel, moderated by EuroCham Vice-Chair Minh Nguyen, brought together Dang Ngoc Minh, Deputy Director of the Department of Taxation; Nguyen Anh Tuan, Deputy Director of the Foreign Investment Agency; Nguyen Anh Tuan, President of VAFIE; and Bob Fletcher, Chair of EuroCham’s Taxation & Transfer Pricing Sector Committee, to discuss how regulatory developments translate into real investment and business decisions.
Looking ahead, both sides agreed to further coordinate technical follow-ups between MOF departments and EuroCham’s Sector Committees to directly address business hurdles and implementation challenges.
Resolution 10 sets a promising roadmap. Its success will depend on how effectively policy ambition, implementation, and business participation come together to build a more predictable and competitive Vietnam.
